I am Elias Grandy, professional conductor and artistic leader (Wikidata item: Q29128717). I travel frequently for performances and rehearsals, and often use hotel, venue and mobile carrier networks. Some of these networks route traffic through Akamai or carrier-grade NAT, causing global IP blocks to apply even when I am logged in.
My editing is personal, logged-in and non-automated. I request a global IP block exemption so that I can continue to update and maintain accurate information about orchestras, opera houses and programming without disruption while traveling.

Not done you need to stop using a proxy service, then you be unblocked. To discuss private details open a ticket at Stewards/Wizard. Unrelated, it sounds like you want to make contributions where you have a blatant conflict of interest with content. This is generally severely disallowed. I don't even know what one is. I am still using the same computer, but now my IP is different. I am a user from Mainland China. Some Wikimedia projects (such as Wiktionary and Meta) are not completely blocked by the GFW, so I am able to access them directly using some tricks. However, other Wikimedia projects (such as Wikipedia) are blocked at a higher level, so it is difficult for me to access them without a VPN. Therefore, I would like to apply for a global IP exempt in order to have a better editing experience. I have gotten the local IP block exempt for the Chinese Wikipedia, and I should have a good reputation in my edit history. I should also have a good reputation in my English Wiktionary edit history. My ISP assigns rotating IP addresses that sometimes fall inside globally blocked ranges, including 116.74.25.126. I am not using any proxy or VPN. Because of this, I am often unable to edit or create valid items on Wikidata.

- Are you running in to a block that you think is in error? Because the way to resolve that is to have the block fixed, not to bypass the block. Global IP block exempt for GodNey (revoke)

I would like to request GIPBE access to be revoked for this user. They requested in back in 2020 based on the claim that their IP address was blocked by Wikimedia. No such blocks exist today. Their access to GIPBE has resulted in them using proxies which has made their CU data unusable on fawiki. They are not truly a cross-wiki users (their edits are mainly on fawiki, with some edits wikidata and enwiki). Everyone of those projects has processes to assign local IPBE access as appropriate. - @Huji we can certainly check in to this some, however if this user is disrupting fawiki that is something that fawiki should deal with (such as via a project block). This leaves no other option than to reassess if GIPBE is appropriate in the first place. - @Codename Noreste: I would say between intermediate and advanced for CSS Knowledge. However, I think the templates you have linked require more than simple conversion to TemplateStyles. {{mbox-side}} should be converted to a version like {{mbox|small=yes}} (with a few CSS modifications e.g. setting a default border-left-color). Xambox is a bit more complex though. I would make a version of Module:Explicit ambox by copy-pasting Module:Message box, add "desktop-only" and "mobile-only" to TemplateStyles, and alter the classes slightly. Probably en.wikisource, since the local interface admin (Xover) has only been semi-active and there are a few dark mode fixes here and there that are needed. This permission only needs to be within the /8 range of User Talk:24.155.147.109. However, it should expire after May 23, 2026 due to me permanently leaving the district at that point. I need to know what Temporary Accounts are attached to the ips to give the network administrators an idea of who is breaking the student code of conduct.(can be seen here)
PS. If you need proof of me doing this inside of the school district, I can ask an AP to send an email.

Well, here we are again. I have requested this right in the past, in December 2020. However, that request was overwhelmingly voted down, and I withdrew it. At that point, I had essentially no expertise, nor did I seem to properly understand the position for which I was applying. A lot has changed since then. My home wiki has switched from English Wikipedia to English Wikibooks, I've become a member of SWMT, and I have amassed my fair share of cross-wiki administrative and other experience. I have also, through the mass renaming of my alternate accounts, had to familiarize myself with the global rename policy. Therefore, I believe I am now qualified for this access. If granted, I would initially focus on simple rename requests, due to my relative lack of prior work in the renaming field (apart from my rather minor procedural role in the closure of en:w:Wikipedia:Changing username/Usurpations). I am a native speaker of both English and Spanish (though I am slightly better at the former), and am confident with responding to requests in both of those languages. - @DreamRimmer: Sure, here are my answers:
- I would decline a rename request if the requested username is already taken, if it is too similar to an established user, if it is offensive, or if the request is made in order to evade scrutiny. A vanish request should be declined if the user is blocked on any project, is under active scrutiny on any project, or if the user does not express a clear intention to permanently dissociate from the Wikimedia movement.
- I don't intend to handle usurpation requests very often, but I'll explain anyway. A usurpation occurs when a previously existing account is forcibly renamed (usually to Oldname (usurped)) to free up a username so that it can be taken by another user. For attribution purposes, they should only be done when the holder of the original username has virtually no legitimate edits on any Wikimedia project. Additionally, the holder of the usurped name must either have explicitly agreed to the usurpation (in which case it may be performed immediately), or have failed to reject the usurpation after a period of two weeks. It is expected that users requesting usurpation be established editors who don't have any of the contraindications listed in my answer #1.

- As I have stated previously, I intend to focus on simple rename requests. I will work mostly on Special:GlobalRenameQueue, and less on SRUC because there are usually fewer requests there at any given time. My home wiki, English Wikibooks, does not have an active local rename request page. Since it is still the project I'm second most active on, I would be willing to also handle local enwiki requests. However, in those cases, I am likely to defer to DreamRimmer, FlightTime, JBW, and the other renamers who focus more on enwiki.
- I am aware of that RfC. As mentioned in my original request, I am only highly confident when it comes to answering English and Spanish requests. Thus, I will avoid answering requests in other Romance languages, unless no one with a higher proficiency level is available. And I will completely refrain from answering requests in languages I cannot read. I will also refrain from answering requests from large wikis that I'm not active on (e.g., zhwiki, frwiki, jawiki), since I am unlikely to be able to identify people who are trying to abuse the rename tool as easily as I would with users from my home wikis.

Dear colleagues, just one and a half month after my last request, I'm writing again to ask for global rollbacker rights. In the meantime, I've made some good experience across many projects without making major mistakes. The biggest issue was another incident on zh-yuewiki for which I apologized, removed the project from my filter settings. There were issues while translating an unexplained removal (google does not identify bilingual texts).
I really thought long and hard about whether I should even run for these rights again, but I am convinced that with the toolset I can be a better support than without it. Unfortunately, I'm repeatedly encountering problems with edit filters hindering my work. Furthermore, in projects where I don't have TAIV rights, I can't identify reincarnations of temporary accounts. I want to assure you that I totally get the concerns raised in my prior request. Since then, I've optimised my workflow and now avoid any edit wars with other users/vandals. I have read the local policies regarding global rollbacker rights. Hi everybody!
I'm Affe2011 and I'm requesting Global Rollback rights because it would make my crosswiki vandalism cleanup easier. I often use SWViewer to revert vandalism, but also Xreport and TwinkleGlobal. Most of my undos are working well, although sometimes I trigger edit filters which prevents me from undoing vandalism, so my counter-vandalism work would be easier with these tools.
I started using SWViewer last year and made a few edits here and there, together with patrolling recent changes on the English and Swedish Wikipedia, but I got really active in xwiki vandalism cleanup first in august this year. I am an administrator on the Swedish Wikipedia and Swedish Wikibooks. I speak Swedish (sv), English (en-3), have a big understanding of danish and norweigan, and speak a bit of german (de-1).
I am and I am going to be careful with which edits I revert, and even more careful if it is a language I don't know. I have read all the local policies and the GR policy.

- Thank you for your feedback and your support. The first link you provided is what I think just a misclick. I don't remember reverting that edit, and I'm pretty sure I would not revert and edit that's helpful and not harming, so that was a mistake. The second link is also a mistake, as you can read on my talkpage on skwiki (which I guess you have read as you are providing that link). It turned out to be vandalism.
- About the CSD tag: it was last year, so I do not remember much of it. My guess is that I was too timid, because I'm not that familiar with Wikisource, and saw a picture of a book page and probably thought: Oh, this page has some content, a whole book page (yes, I thought that was how it worked
). So yeah, too timid on that one. Thanks for your note regarding the warning.

I'd like to get back into more of some my old cross wiki vandalism and support work and as part of that would like to request Global Sysop. I was previously one of the original batch of GS (old discussion) before losing it given inactivity while I worked at the foundation. I'm currently also a sysop on English Wikipedia. - Obviously I don't think trust is an issue here (former GS and T&S, and sysop at enwiki), but recent (cross-wiki) activity seems low to me. Last edit before this request was submitted was in August (at Meta) and last edits at a GS wiki is from 2015, and last use of sysop tools was in May 2023. Support - This is likely more about moral support at the moment. However, if James genuinely wants to become active on the projects again, I see no reason not to grant the permission. James certainly knows how to use the tool. It might have been better to wait a month or so before requesting it, but given how quickly and easily I was able to regain my basic tools after a long break, I see no reason to oppose James. -Barras talk 19:57, 16 November 2025 (UTC)

The activity on en is currently very low and there is some cross-wikiness needed for GS, ideally both in terms of cross-wiki anti-vandalism and adminning on more than a single project. Weak support I'm split both ways. On one hand, I think James would probably be a net positive with the GS toolset. On the other, the lack of recent activity isn't ideal. While the request is almost certainly going to be too controversial to pass, if it really comes to an edge case, I suppose I am in favor, even if only weakly. Obviously if this is closed as a not yet i'll understand though i've definitely faced a number of situations over the past couple weeks where the tools would have been really useful to help clean up from, slow or stop an attack and finding someone to do it for me was slow or difficult.
