I'm a rollbacker at Simple Wikipedia and a former temporary admin of Swahili Wiktionary with experience of 2 years and 2½ yrs respectively. I also have links with Swahili Wikipedia. I contribute to Wikimedia 6 months a year due to boarding high school commitments. Hello Friends, as stated in my previous requests in 2016, I'm a Global Renamer and active in the Small Wiki Monitoring Team. I have experience with the sysop tool as being a sysop on newiki and maiwiki. This tool would help me to delete vandalism and spam pages. You can find me on IRC under the nick Biplab in multiple Wikimedia channels. I surely concern about the scope of GS and also concern where I can use the tool and where it shouldn't be used. Now I have to ask other global sysops or stewards, but it would be much easier when I can do it by myself. My permission was revoked recently because of my inactivity. If I appointed again as a global sysop, I'll be helpful for maintenance and anti-vandalism works.

Due to real life problems, I were not able to do much previously with this permission. I am truly sorry for this. RN, I am fine, and have some free time. I would like to volunteer and serve actively as a GS. My previous GS requests can be found here:

Global IP block exempt for QEDK

I have a local IPBE at enwiki in place due to my work environment (which mandates the use of a VPN). I'm a Space leader at the Wikimania wiki (and I edit Meta/Commons), which is affected by the global rangeblock in place. If possible, I'd like a global IPBE from now till after a while Wikimania 2019 gets over (2 months post the end, which would be October).

I am a user from China but currently alomost all Wikipedia projects are blocked in my country. As a result, I have to use a proxy to access them. I have submitted separate applications for local exemption in some projects I frequently edit such as zhwiki (already granted), enwiki and commons, but sometimes I need to make minor edits in other projects, that's why I need a global exemption. I'm from P.R.China and I have local IPBE on Chinese Wikipedia and Cantonese Wikipedia now. Start from 23 April 2019, all language versions of Wikipedia and Wikipedia global Main Page are blocked in this country. I am in P.R.China right now, because of the political reasons, most of the wiki projects (including zh wp, ja wp, zh-yue wp, wuu wp, ug wp, zh wikinews etc.) are blocked in this country. Just to clarity "most of the wiki projects are blocked" is not true. To be more exact, only those Chinese related projects are blocked in China. So this user can access to Meta-wiki without proxies and request for global IP block exemption. (Answer to "Currently you are not prevented from editing?" ) He has been granted IP block exemption on zhwp locally but also wants to edit other Chinese related projects. Considering that those Chinese projects hardly block proxies locally unless they vandalize and this user may be only prevented by global blocks, a global IP block exemption may be helpful. --94rain Talk 15:09, 7 April 2019 (UTC)
@94rain:. They aren't censored by GFW mostly but they will be blocked as using proxies (people tend to be lazy to switch). Meta isn't blocked for most proxies, so they can edit here. Hence they are still blocked. In general although I know this isn't a permission needing voting, having such a low edit count and without demonstrated crosswiki work I'm against granting such rights. The user can just use their proxy to edit zhwp and then switch to normal editing for the rest. We have users in zhwp having GIPBE after only few edits and then start socking. Hence, I would be very concerned by such requests.--Cohaf (talk) 06:53, 9 April 2019 (UTC)
Considering that this editor only made few edits, neither am I inclined to support this request. I suggest the editor make some more contributions to zhwp and request again after a few months. If the editor really want to edit on a specific project, please request for a local exemption or find other ways to access to those projects instead of using open proxies (For example: zh:Help_talk:如何访问维基百科#使用Nginx本地反代无需代理服务器直连维基百科). --94rain Talk 07:26, 9 April 2019 (UTC)

Global IP block exempt for 钉钉

The above-mentioned user requested for Global IPBE in zhwiki locally, but the request is turned down procedually (see link for discussion). The request is deferred by me as the applicant stated that he cannot edit Meta due to the IP blocks in effect.

The rationale of the request is as follows, as stated by the applicant: The applicant is currently residing in China and thus have to rely on proxy tools in order to access Wikimedia wikis. Since 23 April 2019, all language versions of Wikipedia are no longer accessible in China due to the censorship. I will advise very strongly not to apply for any further rights as you asked in English Wikipedia AWB, EVC, ACC, Rollbacker, MMS all within a very short period of time and this high concentration to user space makes me wonder what's your take on contributing to Wikipedia? Write more articles, help to improve some articles or if you wish, try to counter some vandals, make accurate VIP reports. Absolutely not. 500 edits isn't remotely close to what is an acceptable edit count - furthermore your edit distribution on enwiki isn't indicative of someone who is experienced with editing. Not done The captcha exemption should not be used to get around normal auto-confirmation requirements. It is only given to a small number of very experienced users or to perform a specific task. Ruslik (talk) 19:30, 11 April 2019 (UTC)
