This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

    I will still keep the oppose. They clearly need more experience. Many projects expect rollbackers to act in a more competent manner. For instance, if someone were to request RB without a statement on my homewiki, it's unlikely to be approved.   • Oppose Oppose to  Strong oppose I was not at all impressed by the lack of nomination statement right up until an oppose vote was made over it. I get there's not much to put in nomination statements for GR, and GR shouldn't be a huge deal, but giving no reason at all gives me the impression that you just expect to be given the right on request. And unfortunately, most of what I have been seeing from this editor is just edit warring with LTAs, which is not the experience I'm after – global rollback exists to clear up vandalism, not flood page histories with edit warring. --Ferien (talk) 18:48, 31 October 2023 (UTC)reply
    Comment Comment to @Ferien: due to my first and only declined request in which many have decided to oppose, I've learned that I shouldn't edit war or otherwise disrupt to revert so much cross-wiki vandalism, and I'm in the middle ground between support (Leonidlednev is a trusted user) and oppose (their edit count might be somewhat low than expected, which is around 15,000 edits or more to all Wikimedia projects). 64andtim (talk to me) 20:15, 31 October 2023 (UTC)reply
    Edit warring on its own is a problem but if they have stopped doing it, then it's not an issue. In this case it seems they have been doing it despite being asked to stop, which again demonstrates a lack of communication per BRP above. --Ferien (talk) 08:33, 1 November 2023 (UTC)reply
    About that for example, if you see a cross-wiki IP that makes many edits to a page including the same page on many wikis, and you revert no more than three times, then does that mean you're not edit warring? I was making sure that if I do another GR request, the community would trust me as I wouldn't abuse the tool. I have repeatedly seen that you have led editwars on different pages and projekts, olthough you did not have the ability to take countermeasures. This flooding of the version history with always the same vandalism is not very helpful.     The ability to quickly undo drive-by vandalism is pretty useful given my experience. I can see how it'd feel less useful when one of the billion LTAs here loads up a proxy list and starts rapidly editing, but being able to instantly revert their edits in one action isn't useless.     If you revert the same thing 8, 9, 10 times in a row rapidly, it is certainly useless. Your edits end up flooding recent changes and the history of the page. And when you're dealing with revdellable/oversightable revisions on small wikis, by doing this you're actually causing more damage than doing good. --Ferien (talk) 08:50, 1 November 2023 (UTC)reply
    About the "revdellable" thing, that may include some specific IPs that likes to post on talk pages something related to Stalin, and when someone reverts it, the IP reverts it and posts harmful edit summaries, and instead I believe that someone should only revert it once or twice (not four or seven times in the same page) and deny recognition, waiting for an admin or steward to handle the IP. 64andtim (talk to me) 15:54, 1 November 2023 (UTC)reply

  • Support Support I don't see problems with the short statement in this case, even if in general I don't like it and probably it's better to specify clearly the reasons why someone asks for a flag (also to introduce yourself if some users don't know you), because I think that, in this case, the user's activity speaks more. I noticed that this lack of verbosity doesn't seem, at least to me, to be a lack of communication skills and I remember (as BRPever already said) that it's essential, when acting on multiple projects, to have the ability to communicate properly and accept advice or criticism. Regarding the issue of edit wars with vandals, I've always said that we, as global patrollers, need to understand when it's time to report and leave the vandal alone, however in this case I don't see it as an obstacle to the GR flag. I've noticed that even some users who are already GRs engage in edit wars with the LTAs, I repeat, the skill in my opinion is to understand when the reverts are exaggerated, so as not to clog up the history and the RC, and wait for a block (during the patrolling we don't have to think about number of edits or statistics that count for absolutely nothing on wiki - so compulsively reversing a compulsive LTA does not provide greater experience). Leonidlednev seems a good patroller to me and I don't think they will have any problems in understanding this! The flag can only be useful to their activity imho and that's why I fully support the request. For me the benefits outweigh the doubts. I hope that, if the flag is granted, Leonidlednev would pay attention to the comments that have arisen here and I'm sure they would never abuse the flags! If, instead, there will be no consensus for the flag, I hope that Leonidlednev will take advantage of the opinions that have emerged, and continue to work, improving themselves thanks to the advice, and then they can ask for the flag again after some months --Superpes15 (talk) 09:44, 1 November 2023 (UTC)reply

  • Support Support I've seen Leonidlednev fighting vandalism on my homewiki many times. I partially agree with the comments that sometimes fighting in same pages wars against LTAs, however may you see that similar situations can also be made by long-term experienced users with rollback rights on local wikis. In my opinion, the benefits of Leonidlednev to xwikis will more with global rollback right if Leonidlednev consider these comments. --Uncitoyentalk 18:20, 2 November 2023 (UTC)reply

For context: The IP range of a /16 subnet was moved to a German ISP blocking every customer that receives an IP from this subnet.

Global IP block exempt for Dustfreeworld

Hi there just a bit more information. I don’t have broadband access at home and I mostly edit on mobile (4G). I don’t use proxies. There might be once or twice that I forgot to log in and edited as IPs, but all other edits were made as a logged-in user.
And now that I can’t edit anymore (except here at meta), should I try using public Wi-Fi? Would that affect my request here? That’s very inconvenient anyway, because I’m not sure which public wifi would work, and that means I can’t edit at home…

Yes that global block I mentioned above doesn’t affect me anymore on English Wikipedia now (when logged in). It did affect me previously. It seems that the block was modified on 4 Sep after my post above, please see: [3]. On a side note, I never have access to the Wikipedia Library even when logged in. Also, I can never edit the Chinese Wikipedia (no matter logged in or logged out); there seems to be more than one/two blocks over my IP range. FYI, these local blocks (English Wikipedia), anon. only, which affected my IP range seemed to have expired recently on 28 Oct. So now only the block from Chinese Wikipedia and the modified global block are acting on my IP range. I’m not sure I understand fully the differences between the different blocks. It looks complex to me. But I’m fine now as long as I can edit the English Wikipedia :) I’m not keen on editing the Chinese Wikipedia, though it would also be great if I can help translating some articles. Hello, I have recently had to use VPN and Proxy to contribute because the internet connection where I live is inherently poor and often intermittent. Because of using VPN, many times when I access projects I cannot edit them (Except for Vietnamese Wikipedia). I can't edit Commons anymore since my IP: 2A09:BAC0:0:0:0:0:0:0/29 is an open proxy. I'm severely hampered by this. I am a long time contributor on NL and EN wikipedia. Dear User:TenWhile6, thanks for reacting so quickly. I've tried to request a Commons IP block exemption, however the procedure directs me to put a IP block request on my talk page as part of an unblock request. But at the moment i can't edit my commons talk page because of the block.......

@Saschaporsche you’re editing under an open proxy, so (as I can see) the local policy advises you to send an E-Mail to info-commons@wikimedia.org. TenWhile6 (talk | SWMT) 09:57, 1 November 2023 (UTC)reply
Dear User:TenWhile6, i found out today that i'm blocked on all wikipedia's now (except the Dutch wikipedia where i have an IP exempt). Could somebody please give me the global Ip exempt since it is not only Commons where this applies. Global IP block exempt for Dr.üsenfieber

I am affected by the Global block of the IP range 185.104.138.0/24, which is used by the german railway services. I am frequently traveling in european trains and would like to re-obtain the possibility to edit while traveling. The log for this global range block states that this is a VPN service, it is indeed maintaned by se-icomera-netops-mnt, which belongs to a swedish company that provides WiFi for several european public transport companies-- Dr.üsenfieber (talk) 16:52, 5 November 2023 (UTC)reply
