EmailAuth entry

@Quiddity (WMF) Thanks for writing this! A couple of thoughts that came to me:

This will occur when the device and IP are both new.

My initial reading of the task’s description was that this condition (for sending a code via email) would be met if the device or the IP address was new. I’m not familiar enough with the LoginNotify codebase to be able to personally figure out which of these readings is correct, though.
(Then again, given that there are other conditions that would also have to be met in order for a verification email to be sent - including the user’s IP address being known to wikitech:IPoid - I wonder whether it might be simplest to leave out the conditions from the Tech/News entry entirely? Otherwise I guess I worry that it could inadvertently give the impression that all logins from an unfamiliar device/IP will now be asked for email verification.)

What do you think about adding something like , in response to a recent discovery of account compromises. to the end? Assuming that’s the reason behind the fast-track EmailAuth deployment (which I don’t know if it’s been officially stated, but IMO seems likely given the timing), including this information might help to give users some more specific context behind why the change has been made (and why it’s been made now).
