Option to not show mentions from users who are not autoconfirmed (Community Wishlist/W490)

Description

I want a feature similar to Allow emails from brand-new users. Enabling this option will allow users who are not autoconfirmed to send you emails but applies to mentions; can be optional for extended-confirmed users to avoid misuse.
