Description

The WMF study on cross-wiki uploading by enwiki and arwiki contributors was released (document). According to study, the users, most of them self-promoters, claimed "own work" on someone else's or companies' works, all of which were deleted. In response to the study (discussion, restricting new users (of any project) from cross-wiki uploading files to Commons (especially by using uploading tools, like UploadWizard) was proposed. The proposal received unanimous support (discussion). To this date, not much has been changed to restrict non-(auto)confirmed users from doing so. (belated update:) the Commons community decided to add an "abuse filter" on new uploads made via the Upload Dialog. The WMF then created tasks investigating and analyzing the effects of the abuse filter.
