Your request might be rejected if you don't follow the instructions.

Please also review Global blocking .

Global blocks don't affect Meta-Wiki, so if your IP address or account is blocked, you can still appeal here. IP addresses or accounts that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally.

Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

Instructions for making a request

Before requesting, make sure that: You know the IP address(es) or accounts you wish to have globally blocked or unblocked. For blocks, the global blocking criteria are met. • Warning! This is not the place to ask for locks based on your opinion that someone is disruptive. Global locks are used exclusively against vandalism and spam, not because of content disputes, not because you think that someone deserves to be globally blocked. In such cases, you should ask for local blocks at appropriate places.

Please describe abusive activity of an account before reporting them here. Since stewards are often not active at projects the reported accounts are, things that seem obvious to you may not be equally obvious to the reviewing steward.

My SUL account Graaf_Statler is currently globally locked.

On the Global Lock request page I found: "Accounts that have been used **only** for vandalism or abuse on multiple wikis and are actively vandalizing now or obviously are otherwise being disruptive on multiple wikis are candidates for a global lock."

Considering that I have made many constructive edits and wrote over 120 articles on Dutch Wikipedia and have been part of a massive clean-up effort on Dutch Wikiquote, it cannot be claimed that my account has **only** been used for vandalism/abuse.

Another phrase on that page: "This is not the place to ask for locks based on your opinion that someone is disruptive. Global locks are used **exclusively** against vandalism and spam, not because of content disputes, not because you think that someone deserves to be globally blocked. In such cases, you should ask for local blocks at appropriate places."

The conflict I had was on the Dutch Wikipedia and unfortunately escalated out of control. Once blocked on the Dutch Wikipedia I incorrectly exported the dispute to other projects. I am sorry for that. Basically I disagree with the way Wikimedia-NL is spending the money. I have no plans to return to Wikipedia-NL at the moment. In a case before the Arbitration Committee of the Dutch Wikipedia decided in favor of me re. the use of sock puppets, that accusation was determined to be false.

[3]: The Arbitration Committee of the Dutch language Wikipedia has reached a decision on Graaf Statler's appeal of his 8 May 2016 indefinite block on our project. By his personal request the Committee publishes its rulings in English as well as in Dutch. The translation of above rulings is, in full: The Committee believes that the work climate and process of writing an encyclopaedia would be seriously threatened by Graaf Statler's renewed presence. It therefore maintains the indefinite block imposed upon him. The Committee judges that the type of activities Graaf Statler displays on the Dutch Wikipedia is not in line with the mission statement of the project. Therefore the Committee will not hear any deblock requests from Graaf Statler for the duration of one year, counting from the date of this ruling. After that period, any request to review measures can only be expected to have a chance of success when sufficient indication of a fundamental change in the attitude of Graaf Statler is provided to the Committee. The Committee sticks with its 13 April 2016 ruling not to accept any appeals or requests by Graaf Statler that do not handle with lifting his current block. The measures of the Committee's 16 January 2016 ruling with respect to Graaf Statler are hereby lifted. The Committee may reinstate these in the future, if and when she deems necessary.

The conflict also escalated to Dutch Wikiquote, but I have resolved the problem there in direct communications with a mod on that project. He has now unblocked me there ([4]). I would like to be able to return to the Dutch Wikiquote to be able to continue to work on the massive clean-up project, which has been stalled since my Global Lock. I therfor ask you to lift the Global Lock, so that each project can discuss my return on their own terms.

•  Support - Graaf Statler deserves a new chance at least on Wikiquote. What he has done elsewhere on the WMF projects does not have any direct connection with the fact that he was sorting out bad WQ articles, which is good work as such. Secondly, he will stay blocked on nl-wikipedia for at least the whole next year (see here), so that has no immediate connection either with this request for global unlocking.   •  Comment he used every venue possible, on and off wiki including nl.wikiquote to bully and harass the same group of people. Right now it is time to make sure the victims have a safe work environment instead of letting someone who emotionally abuses others return because an involved local admin at a project with like 2-4 active users got played once again. I merely felt that he is entitled to have his request reviewed. As his email apparently didn't reach the stewards, I felt it was reasonable for me to place this request on his behalf.
