I know it's a bit unusual but would you please consider globally blocking 78.85.0.0/16 for some period? It belongs to [[:en:Udmurtia]] and is currently [http://ru.wikipedia.org/w/index.php?title=Special:Log&type=block&page=user:78.85.0.0/16&uselang=en blocked for 2 weeks] in Russian Wikipedia. The problem is, this vandal is bragging how he vandalizes other projects.<br />

Global block/unblock for 82.193.109.249/19

Status:    In progress

The range was globally blocked by Vituzzu for 6 months in connection with "cross-wiki spam". Since this is a typical IP range belonging to a popular Ukrainian provider, I doubt this measure was optimal. There are two ways to go, either to block the provider for a short period to stop the hooligan, or to complain to the ISP if the disruption was long-term and left no other way. Therefore I kindly ask to unblock the range to let other users edit from it. I would also like to know more detail about the issue, such as when the vandalism began and what measures had been taken before the clampdown. These Dutch IP's keep on spamming my talk pages after I reverted some of their vandalism. They were already blocked for about 30 spam-edits with nasty, insulting and immature comments about me (with this as final result). I know it's a bit unusual but would you please consider globally blocking 78.85.0.0/16 for some period? It belongs to en:Udmurtia and is currently blocked for 2 weeks in Russian Wikipedia. The problem is, this vandal is bragging how he vandalizes other projects.
Some of his edits (and I wasn't looking very hard): two weeks ago en:78.85.75.42, en:78.85.139.170, en:78.85.240.166, recently pl:78.85.78.122, fr:78.85.22.180, es:78.85.94.38.

In the last 5 days vandal made these numbers of edits, constantly changing IPs:

en: 38 (blocks)
de: 160 (blocks)
fr: 80 (blocks)
it: 104 (no blocks)

Please block it for at least 2 weeks to avoid another "wave" after August 4. When I checked ranged IP contribs on different projects I saw virtually zero constructive edits from this range. Also if global blocks don't affect Meta (see 78.85.90.190 & 78.85.78.25) please also block this range on Meta. — AlexSm 15:06, 2 August 2012 (UTC)Reply

Several users, including me, have been involved in discussion during the past 6 months in ace.wp. Basically, Si Gam Acèh, who previously have been globally blocked ([1]), has showed willingness to follow the guideline set by Wikipedia and is asking to use his old account to edit at ace.wp again. During this last couple months, using the account he's using right now I see no disruptive behaviour other than several heated debate over a new proposed policy in ace.wp. He mainly writes about Acehnese language, and doing some interwiki in several projects. Therefore I think the user could be given a second chance, with a note that if he keep pushing his old agenda, the account will be locked for good. (Other restrictions may apply).
Since there's no need to use multiple account to edit Wikipedia, you should choose one account. Either Si Gam Acèh (since 7 October 2009, home wiki ace.wp, 2,079 edits) or Muhammad Nabil Berri (since 6 August 2008, home wiki id.wp, 1,147 edits). And since I'm partially having conflict of interest, it will be up to other stewards to close this request either yes or no, while I can only give my opinion about the case. Hello Si Gam. I agree with Bennylin above. However, we don't have the technical possibility of merging accounts yet. What I generally advise when somebody asks to merge two (or more) accounts is to simply keep one and redirect the user pages of the second ones to the main account's user page. If Si Gam has used one account to edit id.wp and another to edit ace.wp (for example), I don't see why stewards should prevent that by unlocking one account and keeping the other locked. My former accounts Si Gam Acèh (ace, en) and Muhammad Nabil Berri (id) are my first accounts in Wikipedia and they have more than 2.000 and 1.000 contributions. @Jafeluv : If there is an other solution, I prefer not to unlock accounts previously locked by other stewards. I don't plan to force anyone to do something, but if Si Gam Acèh just needs this account on idwp there is no need to give him this account on other projects, especially because it has been abused in the past. The first came on Serbian Wikipedia and when he opened the first order entered by the inaccurate information. When he warned there was still continued to work, got a block on one day. After the block and still continued to do the same to enter false information. After the third block began to open other accounts that have been permanently blocked by the Serbian, Croatian and Serbo-Croatian wikipedia reasonably MORE ABUSE ORDER. I received two automatic emails generated by users MoiraMoira and TBloemink telling me that my account was locked. There is a discussion of this here: http://nl.wikipedia.org/wiki/Overleg_gebruiker:MoiraMoira#You_have_blocked_me

Both users have joined in to tell me that I am globally locked, but that they did not do it! All I was trying to do was give wikipedia users who are interested in the Tour de France the opportunity to ride the stages by helicopter on Google Earth; they would have a free download of all the stages with helicopter tours. Global locking is an extreme measure which is completely inappropriate in this case. I would like to be unlocked! See here the account was not locked by tbloemink nor me nor did we write an email at all. The account was rightfully globally locked upon request done in the steward channel by wiki13. The account was spamming a link cross wiki. The person involved does not see from the conversation on my talk page (see link given) that this is unwanted here. The issue is the link that you have added to multiple wikis would seem to not be an encyclopaedic link, and would actually seem to promote an interest contrary to the interests of the wikis. I would suggest that reading w:en:Wikipedia:External links would be relevant. I would think that we would be willing to remove the global lock, though it would be conditional on following the guidance of the wikis around suitable editing.
