Product Safety and Integrity/Anti-abuse signals

Currently, the wikis rely on IP addresses and specifically IP blocking as the mechanism for preventing abuse like vandalism or spam. But IP addresses are less and less useful as identifiers of users. In addition, IP blocking has unintended negative effects on good-faith users who happen to share the same IP addresses.

In consequence, users with extended rights are less and less able to target bad actors precisely and effectively. As Product Safety and Integrity, we want to drive towards the opposite situation, where bad actors are targeted precisely and effectively, and good users are not damaged. We want to combine existing signals (e.g. IP addresses, account history, etc.) with new ones to allow community members to reliably associate an individual with their actions.
